1. Arranging your appointment
Your energy assessor – specially chosen for their local and industry knowledge – will contact you directly to arrange a convenient time to conduct your TM44 inspection. Our certified energy assessors maintain their own diaries, providing flexibility to accommodate your inspection requirements.
2. Preparing for our visit
Between arranging your inspection and our arrival, we’ll provide you with specific instructions to prepare for our visit. This EPBR inspection checklist may include decommissioning equipment, stripping it down, cleaning it, cooling it, or assisting with providing access. Don’t worry, we’ll let you know exactly what needs to be done well in advance of our visit.
3. Conducting your inspections
On the day of our inspection, your energy assessor will meet with your chosen duty holder(s) before examining and/or testing the relevant air-conditioning systems. For health and safety reasons, your duty holder must be available on-site to meet them and provide access to the relevant areas of inspection and equipment.
4. Compiling on-site reports
As they thoroughly examine your air-conditioners, our energy assessors will create detailed written reports on-site. This ensures that you receive our findings and any recommended actions immediately. If any air-conditioning unit requires supplementary testing, this will be noted on your inspection reports and must be completed by the date provided by our energy assessor.
5. Inspection reporting
Following our visit, you’ll be emailed a comprehensive TM44 inspection report.

The Energy Performance of Buildings Regulations 2007 (EPBR) in England and Wales, or the Energy Performance of Buildings Regulations 2008 (EPBR) in Northern Ireland, are regulations aimed at commercial and public buildings to minimise energy waste.
EPBR regulations are split into three key sections:
1.Energy Performance Certificates (EPCs), required for certain domestic dwellings and non-domestic properties that are sold or let
2.Display Energy Certificates (DECs), mandatory for public buildings that serve a large number of people with a total useful floor area greater than 250m2
3.TM44 air-conditioning inspections, which must be completed at least every five years for A/C systems with an output greater than 12kW

TM44 regulations refer to guidelines for assessing the energy efficiency of air-conditioning systems in buildings, in line with EPBR standards.
TM44 regulations require that all air-conditioning systems with a cooling capacity above 12kW receive regular inspections to ensure they are operating properly, efficiently and sustainably.
A TM44 A/C inspection is a thorough evaluation of a building’s air-conditioning system, carried out by a certified assessor. Beyond checking the physical condition of the system, the assessor will review how it is operated, serviced and maintained.
Following the inspection, the building owner will receive a detailed report from the energy performance certificate assessor, outlining practical steps to enhance energy efficiency, lower carbon emissions and cut operational expenses.
A TM44 inspection report also covers:
- Faults discovered during the inspection with recommended corrective measures
- An assessment of how effective the current controls are
- An evaluation of the system's capacity compared to the actual cooling demand
- A review of building features that may impact A/C performance, such as glazing, lighting systems and other heating systems
- A concise summary of findings and key action points.
A TM44 inspection is a legal requirement for any building with a total cooling capacity of 12kW or above.
Businesses operating premises that meet this threshold must arrange inspections to ensure compliance – noncompliance can result in severe financial penalties.
An Energy Performance Certificate (EPC) applies to both domestic and commercial properties. This shows the theoretical energy efficiency of a building, compared against building benchmarks of a similar size, age and usage, displayed on a scale from A-G (A being the most efficient).
Working with our accredited business partners and their assessors, we measure the energy efficiency of your building, providing you with your EPC grade and a list of recommendations to improve this.
According to EPC legislation, EPC reports and certificates are required on every building that is built, sold or leased to a new occupant with a total useful floor area greater than 50m2.
EPCs are not required if your building is:
- Primarily used for worship
- Designed to be temporary (less than 2 years)
- Used as a workshop, industrial site or non-residential agricultural building with low energy demands
- A standalone non-dwelling with less than 50m2 of useful area
- Currently under construction
- Not being rented or sold
If your building is under construction, an EPC is required within 5 days of its completion.
An EPC inspection assesses your building’s energy efficiency, evaluating various factors such as insulation, heating systems, window glazing and lighting to determine its energy performance.
Following a commercial EPC assessment, your building will be assigned an energy-efficiency rating from A (most efficient) to G (least efficient).
Before your EPC inspection, please ensure building access is available, any energy systems are fully operational, and building usage documentation is ready. Maintenance records, building layout, and any prior EPCs are useful for our energy assessors.
Most EPC inspections take 1-2 hours for small to medium-sized buildings. Larger or more complex sites may take half a day or longer.
When arranging your energy efficiency audit or inspection, we will advise on how long we anticipate it taking.
A Display Energy Certificate (DEC) was introduced as a directive of the Energy Performance of Buildings Regulations (EBPR) to primarily focus on public sector buildings.
This displays the actual energy usage of a building on a scale of A-G (A being the most efficient, G the least efficient), and its operational rating.
You are required to get a DEC certificate and display it in a prominent place if your building:
- Belongs to a public authority, an institution providing public services, or is partially funded by public funds
- Is frequently visited by a large number of people
- Has a total useful floor area greater than 250m2
Through our work with accredited energy assessors, we help you secure DEC certification for your building and advise on cost-effective ways to improve the energy efficiency of your operations.
The process of achieving both EPC and DEC certificates includes a full assessment of how your building operates, its energy systems, and usage patterns. Our accredited energy assessors collect this data and generate reports to determine your accurate EPC and/or DEC ratings.
Energy Performance Certificates, and their accompanying advisory reports, are valid for ten years upon being issued.
Display Energy Certificates depend on the size of your building:
- 250m2 - 999m2: DECs and advisory reports are valid for ten years.
- 1000m2 and above: DECs are valid for 12 months, and advisory reports are valid for seven years.
The Minimum Energy Efficiency Standard (MEES) states that your buildings must have a minimum EPC rating of E for you to let them to tenants. From 1st April 2023, this threshold also applies to all new and existing commercial tenancies.
The UK government intends to raise the MEES to a C rating by 2030, making it crucial that you take steps to improve the efficiency of your premises.
